Another "Kansas" chapter

My muse is the strangest creature on Earth. First she doesn't let me move on with a story for months, then she produces two chapters in two days. Of course, the fact that this chapter basically contains Delenn's inauguration ceremony and the big showdown between Marcus and Neroon (therefore a great deal of dialogue was already given) sped up things a bit.
