What about Torchwoodgate?

Discussing the latest chapter of Atlantis Café with
artemis10002000 gave me the idea of a fairly bizarre AU. Originally, we were discussing the possibilities of another body-swapping crapfic á la Special Unit 3, but then an even wilder idea occurred to me:
What if, in a different turn of events, the entire Atlantis expedition would become the responsibility of the UK instead of the US? And if the UK would send Torchwood and UNIT personnel, as those with the most experience with alien life and alien technology?
Basically, it would be the doing of the IOA. Since the US practically owns the Stargate programme, the lead IOA members - namely the UK, France and China - would use political and economic pressure when creating the Atlantis Charta to get the upper hand in the expedition. Considering that the UK has Torchwood and UNIT for that kind of job, they'd be made responsible for finding the right people of the job... mostly their own, but also a couple of other, non-American scientists from SG and SGA, like Zelenka, Miko and others could be part of the game.
Also, presuming that Suzie Costello has not gone mad due to glove research, that would make an interesting science team, with Tosh, Grodin, Dr. Markova (the Russian scientist from the 4th Season SG-1 episode "Watergate", who's supposed to be Carter's equal), and so on. Medical team with Carson Beckett, Martha Jones and Owen Harper would be a volatile mix as well. Miliatry and basic technical personnel could come from UNIT, mostly, although Chuck as a Canadian could be part of the team as well. And Ianto would be, of course, the head of Administration - who else?
I'm still trying to work out how and why they'd take Gwen with them (perhaps she has the ATA gene and thus wreaks havoc whenever touching something she's told *not* to touch?) and how I could get away with taking her, Andy and Det. Swanson with the expedition as civilian security.
In any case, I think it could be a fun joint project, once the basics are laid down. After a couple of introductory chapters and a lot of discussion about what kind of aliens they'd find in the Pegasus galaxy - they could be the Wraith, of course, but it isn't absolutely necessary, as there are strange enough creatures in the Whoniverse, too - everyone interested could write his or her independent story about their adventures.
