You're right, 'petulant' characterises him better than 'whiny' (though I see both as negative, and perhaps your Paris-loving reviewer just doesn't want to see his flaws). As I seldom read Startrek fanfiction I wasn't aware of the cliché, but if it resembles the abused! Legolas thing it has to be fought.
