Actually, he's like his Dr. Who self in canon, sans the immortality: flirty, adventurous, ruthless if he has to be, but very loyal. And yes, it's definitely stress relief. As he and Anthea will later explain to Ianto: "Mycroft Holmes is one of the few men who keep the country running. It's our job to keep him alive and sane, by any means necessary." Chapter 5 will relieve what Anthea's part is in that - actually, much harder and more important than Jack's - but they are definitely the ones without whom Mycroft couldn't keep going.
